Placement of EVENT overall_header_headerbar_before (and after)

Placement of EVENT overall_header_headerbar_before (and after)

Just wondering about the placement of:
<!-- EVENT overall_header_headerbar_before -->
and
<!-- EVENT overall_header_headerbar_after -->

Both are INSIDE the headerbar and since they are called before and after the right place must be outside the headerbar?
