Who has said that the whole code is being scrapped?
I never claimed that currently the code is being scrapped. I was asking if you thought it was time for phpbb4. This is a topic about creating phpbb4 and I read this earlier...

Please keep in mind that this project is entirely run by volunteers, most of which have full time jobs. Under our current versioning scheme, having something like phpBB4 would mean completely rewriting the entire phpBB codebase, I'm sure you'll understand that something like this is an enormous undertaking.
This is why the developers have currently decided to focus on feature releases (3.2, 3.3 etc.) which add new features to our existing codebase and also will have new releases much faster than when we completely rewrite all code.
phpbb 4.0 is in the works. its not a complete re-write but we are making several major changes. The primary focus being a massive face-lift and modernization of the platform.

Where is the discussion on the general direction of phpBB 4 going on? Or what is the vision? I don't see anything on this "Development Discussion Board".
Note: This board does not automatically redirect to https and the link on the community board to here is http. If anyone can fix this, thanks!

That is by design, so we can also test stuff via HTTP .

Is there anywhere we can see the progress of phpbb 4? (code changes, features etc). I'm aware of the style dev thread (https://www.phpbb.com/community/viewtop ... &t=2485796), but I haven't found any other threads.
This is the phpbb 4.0 outline topic https://area51.phpbb.com/phpBB/viewforum.php?f=81. The Front-end / Templating is the focus point for 4.0. Feel free to discuss comment add to in that topic until we get a 4.0 section up. You can also feel free to create any specific topic discussions related tot eh front-end / template system in the style development forum on here
