As far as I am aware we will not be using Bootstrap so not sure where you got the idea we would be using it. Yep, saw that, thanks. Didn't really come up with much because Material Design (non-Lite) is pretty much for apps.

That's going to be up to you and your proposal if you're planning on doing anything for the GSoC Admin Control Panel UI/UX idea. There isn't currently any sort of framework in use by the ACP (besides a little Twig here and there). I can see now where the confusion is about bootstrap since you're talking specifically about the ACP and bootstrap was something Marc mentions a few pages back, but this topic is more about the general product style and not just the ACP. Up to you if you want to continue his work as a base, as he outlined here, or propose/present something else. You'll want to do that in a new topic though for clearer communication.
