[php] Add event to acp_users.php (core.acp_user_add)

Think I saw it at phpbb.com somewhere, when I find it I will give you the link.
But what is the point, one event and this is possible with an extension, just upload, enable and ready.
If you don't enable this extension the functionality doesn't change.

Maybe the word 'module' is confusing.
Module is not a mod.
Module is a group of files that is automatically recognized by ACP.
For example, Cron status has an ACP module with files cronstatus_info.php and cronstatus_module.php in acp folder.

Module is not a modification - we don't edit any files. Modules are automatically installed during the extension enabling process.

I understand this but there are also small companies using phpBB as a kb or archive where not everyone has a mail address. Here it's just fine to let the admin organize the members as he is most likely a employee of the company. Keeps me to change the core.

Even if you add this event you'd still have to add a module or something closely resembling one in order to have the option to add a user in the ACP...
