The 3.1 notifications system is a leap in the right direction, but the contents displayed are very difficult to discern "at a glance".
I don't have the perfect solution for how to do this, but the key is brevity. I'd do something like this

Also, rather than the entire notification being a link, it might be better to have multiple links, such as the user's profile, etc. (I'm not sure whether this is necessarily a good idea).
There also probably needs to be some quick way to discern between "official" notifications that moderators receive, and personal notifications. Perhaps some different icons over the avatars (or instead of the avatars).
Ideas are welcome, but this needs work.

I think moderation notifs should just have a green background.

I like the screen posted by paybas. Also, having a different color for moderation notifications could be a good idea.

I like hanakin mockup. It is much readable than current.

I like Hanakins information delivery. But its way to wide in my opinion.
I prefer Paybas second mockup, but maybe reorder the information (like on the index), and color code the notification titles (like in Forum rules) for mod messages?
