FWIW, it was this way in the beginning™ of prosilver, and it was changed for usability and aesthetics -- the row of "new post" icons at the end of the topic titles really didn't look so good, and was hard to follow with a mouse. I had no idea such that the large round icon now has the same function as the little icon. By habit was aiming at her. If it was not, I would soon find a more convenient way.

On some other bulletin boards, clicking the title leads to the first unread post, and I actually quite like it. You can just click [1] to go the first post. Not really sure which I prefer, though.

For the same reason that we didn't remove the deprecated functions in the code: transition.
It's not obvious for the user that the forum icon is a link now, they need time to deal with that.
