Registering new users with no email

Hi guys,

This is my first request, so i will give details to help understand my idea i would like, if possible. I don't know about your workloads.

I managed to setup this phpbb 3.0 board on my desktop acting as a server for my LAN. The setup was fine, and it works, great, but on my LAN i don't have email.
The LAN is a isolated network with PC's. No internet is available where its located,so no email. I don't want to setup a email server, as that still wont have net access.
I am using a separate PC to post this with internet of course.

Basically a new user cant join the forum i setup because they cant retrieve the email once they try to join (using a different PC on the LAN).

I have tried Etherpad lite, this works well, but its in realtime, not what i want. If its impossible i will just go with Etherpad, but i would prefer a forum like this.

Is their an alternative way new users can join a forum on a isolated network? Perhaps when joining, the admin can see a pending user once he/she logins in to the forum, to manually join them? or join with no activate by email?

Functioning email is not required for registration. Please ask for help on phpbb.com support forums.
