Oh, I'm a bit disappointed obviously but I don't hold it against anyone. Volunteers work on whatever they want and that is as it should be.
It's just that I've encountered the "then go and do it yourself" attitude a few times in other places and it slightly *beep* me off when coming from people who have the know-how, as addressed to people who don't.
If I was willing to lightly tip the scales by throwing in 10 bucks, how do you think I could go about finding a taker?

I don't think anyone intends to be rude when they tell people they could do it themselves and submit a pull request for it, we just want to make sure people know that option exists and it's pretty difficult for us to tell who has the programming skills needed in order to do so and who does not.
You can ask on the mod requests forum at phpbb.com, but the rules prohibit you from offering money or favors to the community in the phpBB forums in return for work.

(Emphasis added) Does anything prevent recruiting for projects that are given to the community?Recruiting members for your own projects (moderators, designers, professional MOD work, etc.) is not permitted and is also considered spam.

For RFCs such as this one a possible solution could be to maybe request a MOD or Extension over on phpBB.com as suggested by EXreaction. Extension requests are not currently possible since 3.1 has not been published yet but such areas will be made available once that happens.

Technically it would be your project, even if you were not the one writing the actual code (if you offered to pay someone to do the work).
