Just search online and didn't find anything about upgrading to phpbb 3.1, phpbb 3.1 haven't release yet?

You searched everywhere but this very site. phpBB 3.1 is not out yet and will not be out for production use for another few months. What is on this board is development quality. If you are not prepared to deal with bugs and things not working exactly as expected then you should not use 3.1 yet, plus it currently requires quite a bit of manual setup that involves things like a command prompt window.
