I've removed the RFC only section as it is pretty pointless seeing as 3.2 RFCs are included in the above as well as 3.1 RFCs. I haven't yet added ticket links but I can do that at a later update.

It was merged, removing it from the default package but leaving it as officially maintained by phpBB until 3.2 as a package downloadable from phpbb.com

It would be in the updater but not new packages.

I thought that subsilver 2 was going to be removed, was removed, then community objected, it was added back but decided it would be included in new download packages and would be available as a separate download?

How does https://github.com/phpbb/phpbb3/pulls and https://github.com/phpbb/phpbb3/commits/develop suggest development grinding to a halt? If anything I'd say the amount of development in recent months has grown.
