[RFC] Menu Custom menu bar

I would like to prepose to have a built in feature that will allow people to be abale create a custom links bar at the top of the forum with drop down option, Yes I am aware that there already is a mod that does this but the author of that mod refuses to make it compatable with subsilver which many people have requested but were ignored.
