What is the status of this RFC?

From what I can tell, this RFC was effectively abandonned a while ago even though it was never officially declared so and a few bugs still depend on it. No relation to s9e\TextFormatter.

Edit: the tracker lists it as targeting 3.1-a2 but I think it just targets whatever version is supposed to come out next. A bunch of bugs' targets moved from 3.1-a1 to 3.1-a2 when 3.1-a1 got released.
