New global announcements mechnisms

At present, the forum ID of the global announcements were forced to zero and their real forum IDs were discarded, this may lead to some embarrassing situations.

For instance, I would like to put all the topics of a certain subforum to index page, but if some of them were marked as global announcements, they would disappear from the list. Even more unfortunately you couldn't call them back because I won't have all the global announcements into the list.

Another problem you might encounter is, sometimes you can't determine what exact forum to relocate a global topic in which you want it to be normalized, if they were created by other authors originally.

It would be really appreciated if you team can consider it to make some changes to the global announce in the future version.
