Send mass email on new topics

Hi!
I've been requested to activate a function that automatically sends a mass email (to every user/mod/adm) whenever a user creates a new topic (only on new topics).
I've been searching for a while, but i cannot find anything like that.

Is there a way i can do this?

You probably won't get anywhere until the main site goes back online, then you can search the MOD Database and the MOD forums.

Have you done the math to see how many emails this will create? Example - 100 users, 10 topics = 1,000 emails. At some point, your host will not be amused.
