Yes, you could make your own template theme that is mobile-friendly.

Phones these days need less and less modification to work well on mobiles. Thankfully we are moving away from the days of WAP. I don't know what Android and the Blackberry's are like, but I assume they would be a bit like the iPhone in terms of displaying websites as they look on a normal computer.

I have HTC Touch Pro and no problems surfing web with Opera.
