You probably want to use the troll mod. I can't find it right now as phpbb is down but basically if gives the user a cookie which creates all sorts of errors for the user on the website. once you make the user a troll and he or she logs on it will effect the entire browser for that forum.

IIRC the Troll mod for BB3 is either in Alpha or Beta stage of development, so not recommended for live boards
