i think the developers, should work a little bit more at the warning system, i think they should make it like IPB has, e.g.: at 10 warns they should be ban, thea number of warns that a user must have, after they are banned, should be set by every admin, how they like it....

That's a request for some new features/possibilities, and phpBB is feature-frozen (no requests accepted) since a long time. This may be easily implemented as a modification (and most probably will; these options are very useful to many people including me) later on by someone.
Even if they were accepted as new features, we would have to wait even more for phpBB to come out of beta. More bugs, more debugging and waiting time... better as a modification.

Such functionality is the realm of the events system, which was postponed due to time constraints until version 3.2
