I was able to lock my own topic earlier?
Is this deliberate or a problem with permissions on here?

It's normal 
If the relevant permission is set to yes, topic authors can lock their own topics

I an admin locks a topic, it will stay locked right?

Topic author can only (if he has the relevant permission) lock his own topic. He cannot unlock them after (except if he has the moderative permission). So if an admin or a moderator lock a topic, the author won't be able to unlock it

I can think of one use. If you have a classified section on your forum, when the user sells the item he/she can lock their own topic to prevent additional inquiries. I might actually implement that when I switch to phpBB3. Thanks for pointing it out. 8)

A topic is going along and progressing nicely. Then all of a sudden someone we'll call NEWB100, comes in and starts moving the conversation off-topic. They are asked nicely to stop but become beligerent. Topic-start locks topic goes to one of NEWB100's posts and hits report post and enters an explanation, with a request to unlock the topic once they've dealt with NEWB100. The newb is dealt with and can't further ruin the conversation. Once they are dealt with the conversation can continue.
