every single phpbb3 beta or (recent) phpbb2 release has been released on a saturday or sunday in between 4 and 10pm .. so maybe tonight
if RC1 doesn't get released today then I guess the next possible time for a release is next weekend..

Well, many national phpBB communities are running a special pre-RC1 version, and saying that RC1 will come soon.

I don't know, there hasn't been a lot of activity on the bug tracker today (about fixing bugs) but perhaps they are preparing the news, etc.
