What does "candidate" mean?

As I would understand it it is a release which has only small bugs left (if any) and if the candidate is satisfactory it becomes gold.

A RC could become Gold.
They basically beta the Gold for a week or two just to double check that there arent any bugs.
If there is a bug then they fix it and call it RC2 and so on.
As soon as there arent any bugs left in a RC they rename it to Gold.

The RC is, as it name implies, a candidate for the release version (aka Gold or Final version).
In the beta everything planed to be implemented should be already there but some bugs are usually known and not fixed (or many unknown are supposed).
Once the dev suppose all the bugs have been removed, they release a RC. It's supposed bug free. If bugs are found a new RC comes. If not, the last RC usually becomes the Gold version.

in theory, the people sending you to the dictionary imply that an rc may become gold.
in practice, i dont know of any software package (including phpbb, which went through a beta->rc->release cycle in the past) where the last rc actually became the release (if anyone know of such a case, please educate me. thanks).
in practice, the difference between beta and rc is this: naming it beta means that the developers strongly discourage anyone from running the system live. rc means "you are welcome to run it live, but be aware that we still expect some significant bugs". release means "we can wholeheartedly recommend running live (though you can still expect some bugs and bug-fix releases), and we divert our main development effort to the next version".
ideally, once a version is released, no more than 2 bug-fix releases per year are expected.
unfortunately, phpbb2 did not get close to this standard. hopefully v3 will do better.

But I know software packages where the last RC become the release, for example OpenOffice 2 RC4 became Final.

Yeah... like LEW21 said, I've saw that before where a script of a piece of software has either a RC or BETA or something before the FINAL version...
