milestone 3

I checked cvs to find that milestone 3 has been reached...good work!

35 updates in the 4 days of october while there were only 50 in all of september...wow.

What exactly does milestone 3 denote? is it now phpbb 2.1.3?

Is the Milestone 3 almost finished? or was the line always there?
