Why isn't PHPbb 3 released yet?
It seems stable enough to release a beta to the public, elswise this would not work now would it....

You obviously haven't properly messed around with it, it is buggy, especially the admin panel.
Bored as hell. May as well put myself through the (X)HTML validator to see how invalid I am.

Look at the CVS.
It's not realeased because it simply isn't finished. There are genarally commits to the public codebase every week or so to fix bugs and occasionally security problems.
