Apache under Win2K, it's the easiest way to go about it... barely any configuration necessary, just install Apache, install PHP, install MySQL, put in a couple files, and it all runs seamlessly in the background.
I rule.

Apache here. I did had trouble with mysql under win2k but I got it runnign on a win95 system....
