I'm pretty up-to-date with CSS and standards, and would be willing to help out/redo the layout so that it's fully in CSS, and accessable via text readers and such.

All Tom is saying is that there's over half a dozen team members whom are plently familiar with (X)HTML and CSS.
You've seen tweaks which make up subSilver 2 for phpBB2.2... and true there will be more tweaks as the final features get finished, but expecting more will leave you rather disappointed.

bummer. I finally thought there was credibility to all the hush hushings covert style action that goes on here sometimes 
since I know dhn and tom will post in here, I wondering have you guys tried a pure css based template at all ? If I remember right dhn you were trying something similar at one point in time awhile back ... no ?
I got about 33% done with one but I reached a pt where I would have to choose IE or the Fox[and its brethren] with div rows for postings. Just curious if you guys attempted how far you have ever gotten.
I had based my original on the Real World Styles form css in the respect to almost simulating table rows with spans encapsulated in a container div but once i got 6-7 deep there were issues.

Before anyone pipes up "but CSS Zengarden... blah blah blah", you have to realise that the complexity of a modern BBS UI tends to make browsers cry as the usage of float and positioning (relative and absolute) will make all the funky edge case bugs show up.
A regular portal or blog, despite being structually simple, still cause occasional issues with user agents... so even an optimistic guess is that it'll be quite some time before semantic, CSS driven templates are the norm for phpBB, and I guess other BBSes too.
Oh, and asciiCascade is quite dead... plus the little CSS there is doesn't really tax browsers at all, but then, there is hardly any style.

I'd say to just use tables for the actual posts, but still make everything CSS-based regardless.. it'll still be an improvement.
