I'm guessing that you are saying that you want to translate the language pack in 2.2, once it comes out, to Spanish.

Probably best to ask the developers.

Most of the time they would ask for the public help. Almost always it a group or users that tranlate the file. It always better for bilingual users to translate it that a translation generator..

You have the wrong form. The form you have would be "sent".

You need the future tense, of the "them" form. Ellos.

So, you just add -án to the end, to get lanzarán.

Now, you have to have your verb before your subject.

So, "Cuando lanzarán phpBB".

On to the next part.

traducir - to translate.
You have the "yo" form.
I think it should be infinite.

Put it together,
Cuando lanzarán phpBB gente voluntad traducir phpBB3.

Now, I think that is correct.
However, the sentence itself doesn't really make sense.
