Just a suggestion

Why not have the login box at the top so it is more easier to notify them to login and so it doesn't take up as much tables at the bottom.

You can change that anytime in index_body.html

But why not have as the default setup?

Because:
  1. What you see here may not be representative of what you'll get with phpBB2.2 Gold, so it's a bit of a moot point
  2. It's a trivial change once you've installled phpBB if you don't like various stylistic descisions.
