I don't know if this is the law, but most companies respect a person's wishes when they say this. I know that this is true is telemarketing.
Users can already opt-out of any emails.
I, personally, don't see the point. If a user really wants their account gone, they can contact the admin. If they're worried about their email address being abused, they can specify a false one, and leave the account alone. It's really that simple.
With an account on aby board, it is not "you". You simply "own" the account. Whats the worst that can happen? There is a field in a database of which in it has your Internet Nickname - big deal?
Employing a system to delete yourself can easily be abused, and IMO should not be included.
I see having a delete myself feature a problem. I can think of a dozen reasons why it could cause problems. As I said before, if a user wants to be deleted from the system, a simple PM should take care of it.
In which case it would be more appropriate to have this as an option. I'd rather not have to intervene manually if someone wants their personal data removed from my site. If I'm offline for a while (which does happen), I really don't want to be running into legal issues with the Data Protection Act.

You wont and you cant. By registering THEY are putting THEIR data onto public display.
Anything (personal details, email etc) can all be removed by the user. The only detail that is compulsary for the user to keep on your server involulentarily is their username.
There is no debate, a user can delete all of their personal information from your forum. A username is not personal information strictly, as it is public information.
