As you say, each milestone comprises a series of goals. These goals are broken into groups and either the entire group or for more generic tasks the task itself are assigned to a developer. They can work on these in whatever order they wish ... though of course some tasks cannot be completed (or started) till others are implemented.
"Testing" is done as we go ... though bugs do (obviously) creep through.
