I highly disagree with this concept. Since the Karma system was introduced here I've made all of of five posts (if that) and have rated a good thirty. My perusing is also quite evident on the main phpBB forums - I signed up in July, 2001 (back when those boards were still here on area51) and only have about 170 posts. you can only vote good/bad if you participate in that conversation...
that way "only-read"-ers will can not change the karma-level of someone, only because he doesn't like the subject...

I feel that the Karma system is a means by which I can give my input on a post without actually posting a response. In fact, many posts don't even deserve a reply.
I highly doubt you will find many users who give a 'bad' rating simply due to the topic at hand. I'd say that avast majority of users will do so based on attitude and quality of content.
On another note, it makes sense to me for higher karma users to have a more drastic effect when they rate users. For instance, user's with a full +5 karma level would have twice as much of an effect on rating other users as someone with a neutral level.
