That would be agains the spirit of a karma system. If an admin could just change the values however he likes, it just loses all its sense as a community moderating system. Manually changing the database would still do it.
I don't really like the idea of setting a Karma level, but instead if certain users/groups could be given min/max karma levels? For example moderators should never have their karma go low enough for users with the default preferences to be unable to see their posts. Or even if moderators were made exempt entirely?

how about a little added feature for this, by have an indicator of each members average karma rating in text also, next to the rate good or bad?

A idea hit my head (and it hurt)
you can only vote good/bad if you participate in that conversation...
that way "only-read"-ers will can not change the karma-level of someone, only because he doesn't like the subject...
