An upgrade pretty much have this process:
1. Check your DB for needed tables, and create the ones in order for the new options to work. In this case "Attachments" for example.
2. Modifies your current folders structure, creating the ones you need for it to work. (In this case, a cache directory is needed, where template will make a few files for general use)
And then you just copy and override [most of the files that were modified within this new version] so all the new things show up.
I think after nailing down everything, before beta, or after that, they will work on a an easy transition between 2.0.4 and 2.2, since most people will upgrade [the idea of a fresh install, could be nightmaresome]
