1) Before phpBB 2.0.0 was releasted, this was the development board. When 2.0 was released, the database was kind of split, while users here kept their post counts from a time when this place was much more active. (i.e. 2.0 dev time).

2) I believe post count incrementing is disabled in several of the forums here.
