It's impossible to say anything now, since phpBB 2.2 is miles off from being released 
When it is released, you'll just have to wait and see if any phpBB/IBF community member feels like putting the work into it.

umm, what gives with this, the DB structure I imagine would be no-where near finalised

Loads of people are actually using IBF beta versions, and this person is not asking about a converter for M1, but for the final version ("when it is released").

Yup, there will be a convertor for the latest version of IBF [edit: hopefully] soon after phpBB 2.2 is released (and I will probably write it if no one does) but no one knows exactly when.
