Can mods ban members?

no, the don't have access to the admin panel

There might be a mod for it.

Advanced auth levels are something that was being talked about in vague terms for v2.2. They will be extremely spiffy if they happen.

Ya, moderator banning and giving the moderators the ability to change auth levels on a forum are planned for v2.2

the Card Mod from Niels Chr. Denmark will allow you to give mods the ability to ban someone or give a warning.
