We haven't even reached the beta of phpBB 2.2 yet, so it would be dumb to design a style for something that isn't complete yet...

The users on my board freak out when things change. As is I'm sure I'll have to guide users through the new features in 2.2.
Even if you have a crappy layout, once users get used to it they become comfortable with where things are and the colors of those things. When you change it, even if it's for the better, there is a time of adjustment and discomfort (and bitching and moaning) until they get used it again. For example, you've got users who've clicked the Submit button hundreds of times to the point where they don't have to think about where it is, they just know where to move their mouse. If you were to move the Submit button, they would have to stop and think about where it is, and they don't like to think about things like that.
Users like continuity. They only like change when it's a new useful feature. Especially when you've got lots of users who post everyday and see a board as a sort of home. When you change things, it's like rearranging their furniture.
That's my theory on design. I'm in no way trying to tell the devs what to do, because I, and I alone, am responsible for the design of my site. So really, regardless if the default skin changes, I'll just change it to match the design of my site anyway.

Truely, I think that phpbb needs a whole new skin.
