ok, this kinda relates to PMs so i'm going to ask here ... when i click on Usergroups and then REGISTERED there is a PM button ... i assume this PM's everyone in that group... and that could be bad ... so will there be a way in the admin panel (there may already be a way to do it but i havn't looked at the admin pannel in a long time) to restrict who can mass PM?

You mean spam...
Well - if someone sends spam this way - simply disallow him sending PMs.

yes, of course. Do you think "we" want users PM the Registered Users Group? ;)

And no, at the moment this setting is global and not group/user definable, if someone smart now points out that it would be nice if "this and that person" can PM all users.

umm.. :? not that smart here.. but..

Suppose that.. Support has new phonenumber.. everybody needs to know that!!
You can post a message in a forum.. update data wherever that number appears.. and to be helpfull (i.e. Support) send everyone a personal message with the change.

So.. Admin can send that message.. or whoever can log in as admin
or .. should Support do that?? but then again... not EVERYONE from support!!!!

What about.. a group admin or moderator sending a message to all in that group?? (and only being able to do so for just that group).

just some silly thoughts

WIth proper privalges, you can PM a group as if they are a group in 2.0 with a mass email...AFAIK, I haven't tested the PM system yet.
