ummmm... I don't use a ftp client, i use basic windows.... How would you do it in that?

If you're using Windows, then this doesn't even apply. At most you can set a file to read-only, but that only restricts write access.

chmod is a command on unix and its variants used to set file permissions, defining who can read, write, and/or execute it.

Sorry, I'm not quite sure what you mean, but if you use a *nix server then you'll have to use an ftp client to upload your files and to chmod the files.
If you're using a windows server, someone else'll have to help, as I don't know windows.

The relevant NTFS permissions need to be enabled and the webserver (if IIS) needs to be configured to allow writing.
