I have one simple question. Is there a estimated or scheduled date for v2.2 to be released?

yes there is:

Date and tim it is finisched + time to uploud the package = relaese

phpBB never give exact release date's for projects, that way, when they develop the product, they do not have a time constraint, and can have as much time as they need to develop it as well as they can. An example of release dates making a bad product, would be the first release of Windows XP. ;)

No, there is no release date, estimated or otherwise.
