What new features will set the final version apart from RC-4?

The fact that it's an official, supported release, with (hopefully!) no unknown bugs.

phpBB has been feature locked for some time now, so probably just bug fixes.

Not true, I just finished watching a documentary on house-flies. Very interesting if I might say so myself.

Ah yes, but I happen to be partial to ticks and have no interest in house flies and as you know there were no tick specials. Ergo ... blah blah, etc. etc.
