list of changes/features between 3.3 and 4?

Is there an official list of changes/improvements/features that phpBB4 includes beyond 3.3?

Sorry if this is duplicated somewhere, but I could not find a post about this or a feature changelog

I'm not aware of a human-readable list as such, but you can use the Tracker to search for tickets marked for 4.0 which should give you some indication of what has changed and the process behind it.

Mostly interested in feature changes. what's the big diff between 4.0 and 3.3

Updated symfony components and twig, that is a good news for me.
But for most i guess things like avatar resize, mentions, push notifications, extensions/styles install/update via ACP and so on and on.
There was iconify addition, but was removed and replaced by newer fontawesome.

Good question.. I haven't tried myself, but there is a possibility that some may not work or may work with issues.

Some 3.3 extensions should work fine on 4.0 but it depends on what changes throughout the development cycle of 4.0. It would be safe to assume that most validated extensions will be okay but as always... test, test, test first!
