I have downloaded the full package and followed https://www.phpbb.com/support/docs/en/3 ... date_full/ to update my offline board running 3.3.9 to 3.3.10-RC1 without issues.

Sanity tested a few of the above changes, particularly those related to emojis. All okay.

Environment is CentOS Stream 8 with PHP 8.1.x and MySQL(i) 10.6.11-MariaDB-log.

Update 3.3.9 to 3.3.10-RC1 went good, no problems as far as I can see. Used "changed files" package
PHP 7.3.3 / MySQL(i) 10.5.18 / MariaDB-1:10.5.18

Updated from 3.3.8.. php 8.2.1 / MySQL(i) 8.0.27.. Seems to work as it should.. Can't comment recaptcha part

Are you aware that phpBB • phpBB 3.3.10 Release was made on 05 Feb 2023. No need for further testing of 3.3.10-RC1.
