is there something I'm missing that's holding RC2 (or final) 3.2.3 back? Language changes were posted in march saying there would be a release 'soon'.

Looks like all the substantive work is done, but it still has to be packaged and tested against various platforms from which users might install it as an upgrade. Not a lot of work, but when relatively few people are able/willing to do it and they have to do it in their free time...
