I think a long awaited feature request is tagging members, and when tagged (i.e @Test User) they would receive a notification saying they were tagged, and it'd lead to the post they were tagged in upon clicking the notification. Something like Facebook, Twitter, etc.
Is there anything planned like this for 3.2?

The end result is that no this won't be in 3.2. However the basic functionality you mentioned already exists, sort of. You would have to quote someone like so:
