[RFC] Combine Related functionality (UI Cleanup)

This is really very simple. If it's done it gets merged. This is not a new feature which will be bug ridden and not a change that is likely to introduce serious bugs so there is no problem merging this at any stage of the release. We must no longer hold back the 3.1 release for anything, but this seems to be done so should be merged, as simple as that.

And if it's not done, then someone please say what isn't done about it, so that those who are working on it can get it done.

This is a massive UI improvement to a component that receives more interaction than probably any other. If you don't consider this critical, then I respectfully disagree.

Regardless of if this is important or not (I can agree that it is), I think it's a mistake to draw the line where 3.1 should be finished and then erase that line and draw it again further down. You can expect a few more betas at this rate.
