Is PHPBB4 dead or what? Read nothing about it, I don't see any progress etc.

It sort of turned into 3.1/2
Many items planned for 4 have already been implemented in 3.1, many will probably be implemented in 3.2

The way things are going we will be lucky to see phpbb 3.2 out let alone 3.1.

It's not the same situation as 2.2.
When 2.0 came around, the developers wanted to make a new version 2.2 with feature additions on top of 2.0. In the process, so much code was changed that almost nothing resembled 2.0 anymore and it was decided to make it version 3.0 instead of 2.2 (also, the primary developer for 2.0 left part way through the way to 2.2; Acydburn took over development and helped bring us 3.0).
Now, yes, a lot has been added/changed since 3.0 in 3.1, but it's very similar on many levels (especially the UI) that we're keeping it 3.1 instead of increasing the version number to 4.0.
