[RFC] Notify topic starter/reply poster on moderator action

Implement this https://www.phpbb.com/customise/db/mod/ ... tor_action or something alike so moderator easily can notify topic starter.

Furthermore the ability to notify the user if you delete, move or take any others action on there reply.

I always liked to know what's happening to the topics I subscribed.

This is only for topic authors... It's a start... Anyway I really like this kind of thing.

The mod only notify the topic starter but as suggested here I think it is better to notify reply poster too.

Not against the idea, but IMO not essential, as (IMO again) a good moderator should always reply to a topic when he performs some action on it, in order to explain what he's doing. The only possible exception I see to this is editing posts sometimes.
