[RFC|Merged] PHP 5.3.3 or more

These requests for comments/change have lead to an implemented feature that has been successfully merged into the 3.1/Ascraeus branch. Everything listed in this forum will be available in phpBB 3.1.

It also needs an announcement like was done for 5.3.2, and the link to that announcement needs to be changed in acp_main.php But that can wait until the current changes are merged.
