When i go here http://tracker.phpbb.com/browse/PHPBB3 and to the version section i see

So my answer is where can i download this development version?

All development code is in Git repositories hosted on Github. To get the newest code, check it out with git.

It is not an actual release, we use the name in the tracker when we need to report bugs in the continually changing development version, so there is no download per-se, just the version control system we use, as pointed out in the previous post.
