However that is for phpBB4. While I don't oppose big changes to the MCP for 3.1, we do need someone to actually make them. And I doubt we can implement all of that in the little time we have

i would put it in phpbb.com announcements.
of course, you have to make sure that the announcement is clear wrt the question of "what exactly is going to happen on may 31".
you probably don't want people to think this is the release date. i assume this is "code freeze" date, but maybe *i* misunderstood what exactly is going to happen on may 31...
so i think that the question of "were", by default, is easy.
the content of the announcement is a bit more tricky....

May 31 isn't the code freeze date, it's the feature freeze date. From that day on, no new features will be considered for inclusion in 3.1. But the code won't be frozen, and it's definitely not going to be the release date.
