Hi, I'm looking for Phpbb3 converter. I would like to convert vbulletin 3.7.x to Phpbb3. So, anyone know where I can find Phpbb3 converter?

I have no idea if there is a specific converter or not, just that all official converters are located there, so if one exists you will find it there. There is no ETA on phpbb.com, down 4 days and counting so far.

I think u will find the Impex would convert phpBB to vB and you want it the other way around.

Correct, impEx converts BB's to vB. If you can't find anything on google, wait until phpBB.com is back up.
I'm sure there is something in the Converters forum
